How to restore the control bar on your computer once you disabled it by mistake?

I disabled the control bar (I believe), the one that shows on the top right and has a house button for you to go to your home page, a tools button, a help button, etc. How do I get it back? I was trying to unable a google toolbar, but pressed the wrong button.

Run the cursor slowly around the top right of the screen. When you see restore or renew, click it. That should be it.
